BSR cannot handle with models without linear inputs

Description

The main target of BSR is to generate fast simulations over sparse linear inputs, but it must work with the special case of no linear inputs.
BSR kernel seems to work fine in this case but ASCII parsers doesn't accept models without linear variables.
