New function TextToReal

Description

It could be a good feature to have a fast function that convert, with a format given by the user, a text in a real number or unknown value if it's not a valid string. This function would be the inverse of FormatReal.

Since there is a function TextToDate that does the same for dates the name should be TextToReal
